Many of these conflicts, which have resulted in the deaths of hundreds of thousands of people and displaced millions more, were interconnected and involved regional and international powers, as well as numerous non-state actors. All the armed conflicts had fewer fatalities than in 2018, except for Libya.

Many international indices such as the Global Peace Index, the Nambio Index, the Police Services Index, and the Global Terrorism Index, have ranked Qatar highest in the Middle East and North Africa in terms of security and safety. All these indicators have a direct relationship to the level of security and safety enjoyed by the state. Thanks to the diversity of Qatar’s economy, the development of its infrastructure, the openness and effectiveness of its labour market and its tangible progress in terms of innovation and technology. For example, Qatar ranked 25th globally in the Global Competitiveness Index for the year 2017-2018, issued by the World Economic Forum. It is worth noting that Qatar’s advanced positions globally and regionally in security and safety has been going on for several years. In terms of global standing, Qatar is at number 29 from out of 163 countries, rising two places from last year and coming ahead of Kuwait (36), the United Arab Emirates (52) and Oman (73). It is joined at the top of the index by New Zealand, Denmark, Portugal, and Slovenia. Iceland remains the most peaceful country in the world, a position it has held since 2008. However, the changing economic conditions in many nations increases the likelihood of political instability and violent demonstrations. The report says it is still too early to fully gauge the long-term effects of the pandemic on peace. Over 5,000 pandemic-related violent events were recorded between January 2020 and April 2021. While some forms of violence declined in the short term, growing unease with lockdowns and rising economic uncertainty resulted in civil unrest increasing in 2020. The 2021 GPI reveals a world in which the conflicts and crises that emerged in the past decade have begun to abate, only to be replaced with a new wave of tension and uncertainty as a result of the COVID-19 pandemic and rising tensions between many of the major powers. Qatar ranked 15th globally in the domain of Societal Safety and Security that evaluates the level of harmony in the nation asserting low crime rates, minimal terrorist activity and less violence.
This year, Qatar scored 1.605 points with high ranks in many indicators such as level of criminality, terrorist activities, number of homicides and level of organised internal conflict. The countries are ranked in the Index on a scale of 1 to 5 degrees so that the most stable countries are those who achieve 1, while the least stable receive 5. Since 2009, Qatar tops the MENA region in GPI consecutively and ranked ahead of many developed countries globally as it scored high ranked in different quantitative and qualitative indicators of peacefulness. The GPI covers 99.7% of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of societal safety and security, the extent of ongoing domestic and international conflict, and the degree of militarisation. The report also covers the most comprehensive data-driven analysis to date on trends in peace, economy and peaceful societies. The index ranks 163 independent states and territories according to their level of peacefulness. The report was produced by the Institute for Economics and Peace (IEP) and is the world’s leading measure of global peacefulness.
